The residents of Pune's Bavdhan and activists have raised serious allegations against foreign nationals operating Burrito Restaurant Pvt. Ltd. at Aditya Shagun Mall, accusing them of illegal encroachment and blatant disregard for civic norms.
Vijay Kumbhar, a social activist, highlighted the issue that California Burrito’s management is run by foreign nationals and that they have unlawfully occupied common society space, broken protective railings, and blocked public access without obtaining a single permission from the civic authorities or society management.

"This isn’t just a violation of the law, it’s a display of arrogance. We want authorities to take immediate action against both the foreign managers and the landlords, enabling the encroachment. India is a country of laws, not a playground for lame excuses," added Kumbhar.
However, the store manager, Bert Mueller, responded, saying, “Life is too short to worry about such things." He reportedly admitted to the illegality but brushed it off by promising to restore it later.

Residents are now seeking restoration of public access, structural repairs, and accountability from all parties involved. The residents demand that encroachment is not innovation, and no one is above the law, not even foreign business owners.
Prasanna Sangam, Aditya Shagun Mall, Chairman, said, “The PMC had come to remove the encroachments after our complaints, so the restaurant management assured the authorities that they would themselves remove the structure. However, days passed and they did not move a single thing from the encroached area, and now, when we objected again, they said they would remove it. As per the original mall layout/design, they had taken two units. There was a passageway in front of the store to allow access to each unit, but they have combined both units and incorporated this passageway into their design, which is adding 25% extra seats to the store. They made their entrance from the main entrance of the mall. We objected to this, as the new entrance which they built was not sanctioned by the PMC. The authorities should take strict action, as they are simply downplaying the matter to cool it down.”

The response received by the managers of the restaurant is irresponsible. The civic body should come again and remove the encroachments.”
